Vintage Black Glass Dress Applique

Excellent condition.
I'm not sure exactly what this is but I suspect it is an applique to go on a long dress. I think it's from the 20s. I've seen others online for sale, a few said they were victorian and mourning, but I don't believe that. Any insight would be appreciated. I've had it forever and it needs to be rehomed.
Top measures 4 3/4 x 3 inches.
Total length is approx. 22 1/4 inches.
